YSAS Submission to Online Safety Amendment (Digital Duty of Care) Bill 2026

YSAS welcomes opportunity to provide feedback on the Online Safety Amendments (Digital Duty of Care) Bill 2026 through this submission and further consultation. Our feedback highlights our commitment to enhancing service access options including increased opportunities for safe digital and virtual connection. Digital and virtual platforms can act as important sites for increasing health equity, health promotion, early intervention, harm reduction, referral, treatment engagement and service access. Provisions and policy to ensure safety in such environments are critical, however also require nuanced responses that reflect the complexities and contexts in which young people, their families and communities utilise these settings. Applying a universal standard of safety for the broader public without consideration to such nuances, may unintentionally undermine the safety of people with different or marginalised needs, experiences and harm reduction practices.

Pete Dawson understands that Aboriginal and Torres Strait Islander people have often been excluded from decision-making that directly impacts them.

That’s why the transition of the Bunjilwarra Aboriginal Youth Residential Rehabilitation Centre from YSAS to the Victorian Aboriginal Health Service (VAHS) was so significant. “To be in the transition meetings…

Two years ago, the team at headspace Collingwood were puzzled by one piece of data. This approach was blowing out…
